Organizational Context
Imanzi Business Institute (IBI) is a premier capacity-building institute established by the Private Sector Federation of Rwanda (PSF). Rwanda's private sector is dominated by young, small and micro businesses — SMMEs account for over 90% of businesses, contributing 55% to GDP, and absorbing over 60% of total employment.
ADA and LuxDev are collaborating on a project titled "Strengthening Rwandan MSMEs development through inclusive finance", aiming to increase financing for bankable MSME projects, targeting marginalized segments including women-led Agri-SMEs. Since 2025, in collaboration with ADA, IBI is leading an initiative to enhance the investment readiness of 200 MSMEs, prioritizing women in agribusiness with a target of 35% female participation.
IBI is piloting a Community of Practice (CoP) bringing together Agri-SMEs, financial service providers, public and private sector institutions involved in Agri-processing to facilitate access to finance for Agribusiness.
Key Responsibilities
Lead and coordinate activities and platform meetings across the Agribusiness CoP
Support training programs, webinars and workshops
In collaboration with the Consultant, coordinate the piloting of the CoP and ensure smooth delivery of key deliverables to IBI management
Identification of burning issues and sourcing expertise to address identified issues during learning events
Manage communication channels and maintain regular community updates
Design and implement strategies to enhance community participation and knowledge sharing
Track participation data and prepare reports on community activities
Organise events, meetings, and collaborative sessions
Lead the Agri-SMEs connection (linkages) to financial services providers to access loans
Develop newsletters, summaries, and resource materials for the community
Support the development and maintenance of project communication platforms, including a website, news articles and data repository
Participate in office work and perform any other duties as requested by the Executive Director
Objectives of the Assignment
CoP management and organization: Design and facilitate the CoP to foster a collaborative, inclusive, and well-structured environment
Provide access to content-related expertise: Ensure SMEs have access to high-quality, relevant, and up-to-date knowledge and resources; facilitate identification of burning issues and linkage with financial institutions
Documenting and reporting: Facilitate production of CoP newsletters, run pilot closure including lessons learned, and ensure key discussions and learnings are captured and shared
Reporting & Duration
The Project Coordinator will be supervised by and report to the IBI Executive Director. The assignment commences on 10th June 2026 for a period of six (6) months, renewable once based on positive performance and availability of funds. A competitive monthly allowance will be paid to the candidate.
Qualifications Required
Background in Agriculture, Agribusiness, Project Management, or related fields
Previous experience working for/with financial institutions, community coordination, programme support and stakeholder engagement
Demonstration of previous experience with similar work
Strong communication and organizational skills
Ability to manage multi-partner collaborations effectively
Ability to multi-task and perform well under pressure
Fluency in English or French; working knowledge of Kinyarwanda would be an added advantage

The Community of Practice is a group of individuals and/or Companies who share a common concern or interest in promoting investment readiness in Agribusiness and who meet regularly to achieve the set objectives. To support smooth coordination of the CoP, IBI is recruiting an Assistant Project Coordinator who will work under direct supervision of the Project Coordinator.
Specific Responsibilities
Provides a high level of coordination and organizational support to the Project Coordinator
Provides technical support in the identification of burning issues to be discussed during the learning sessions
Manages the logistics of and coordinating content development for meetings, conferences, trainings, and other project-related events
Monitor the implementation and progress of project according to work plan and budget, and record progresses
Conduct data analysis related to participating members of the CoP
Prepare a work schedule for completion of the project in a systemic manner and ensure adherence to deadlines
Carry out the profiling of Agri-SMEs to be connected to FSPs
Keep track of all stages of project by documenting and recording outcomes
Follow up on the implementation of all project activities with relevant parties
Prepare and draft meeting minutes
Organize and arrange project related CoP sessions
Make appointments with project stakeholders, including logistical arrangements and secretarial assistance
Draft Notesheet, write correspondence letters and communicate information to partners
Follow up with the implementing partners for progress report
Compile and submit progress report to the project coordinator
Ability to develop platforms
Conducts other activities deemed as necessary within the framework of the project and upon direction of the Project Coordinator
Reporting & Duration
The Assistant Project Coordinator will be supervised by the Project Coordinator. The assignment has a duration of 12 months. The first contract will be for six months, followed by a second contract taking into account a positive performance evaluation and availability of funds.
Qualifications Required
Background in Project Management, Information Technology or related fields
Candidates with previous experience of project management will be given preference
Good organizational skills
Proficient computer literacy with Microsoft Office applications, including Word, Excel and Outlook, experience in budget tracking tools, PowerPoint
Excellent knowledge of English (both speaking and writing)
Candidate is expected to quickly learn, understand and follow administrative processes and procedures related to project management
Strong communication and organizational skills
Ability to multi-task and perform well under pressure
Fluency in English or French; working knowledge of Kinyarwanda would be an added advantage

Since 2025, in collaboration with ADA, IBI is leading an initiative to enhance the investment readiness of 200 MSMEs, prioritizing women in agribusiness with a target of 35% female participation. The two organizations are piloting a Community of Practice initiative designed to bring together Agri-SMEs, financial service providers, and other key institutions involved in Agri-processing to facilitate access to finance for Agribusiness.
To support the smooth implementation of the CoP initiative, IBI is looking for a Consultant who will develop the Agri-SMEs Information Kit and provide workshop contents for the successful implementation of the CoP initiative.
Overall Objective
To provide technical direction and support to IBI in establishing an inclusive, functional, vibrant, and sustainable Community of Practice focused on Access to Finance, enabling stakeholders to exchange knowledge and collaborate on addressing issues that affect the Agri-SMEs.
The consultant is also expected to support the CoP team by identifying burning issues, liaising and coordinating with key actors promoting Agribusiness at the national level including key government ministries, agencies, private sector actors in the agriculture sector and other relevant stakeholders.
Scope of Work
Development of the Agri-SMEs Information Kit and Road map: Design the information kit booklet based on consultations with key stakeholders; work closely with CoP Coordinator and IBI to establish and make functional the CoP with indicative actions/workplan
Piloting CoP: Identify, map, and prioritize relevant and strategic stakeholders engaged in Agribusiness including FSPs; finalize the burning question identification process; facilitate initial setup of the pilot CoP; develop a comprehensive strategy to attract and retain reputable community members
Facilitation and Coordination: Provide technical support in organizing CoP workshops and thematic discussions; prepare necessary inputs and coordinate CoP activities ensuring active participation
Content Development and Knowledge Sharing: Produce and curate relevant content including research reports, case studies, and best practice guidelines; support knowledge sharing through newsletters, testimonies, success stories, and discussion forums; transfer skills to CoP Coordinator and IBI teams at least one session per week
Monitoring and Evaluation: Develop an M&E framework to assess CoP impact and effectiveness; organize the validation workshop; prepare a final report identifying lessons learned and recommendations for CoP continuity
Governance Framework: Initiate and lead the drafting of the governance framework to support CoP sustainability
Deliverables
Deliverable 1: Inception report and workplan for the assignment
Deliverable 2: Finalized Agri-SMEs information kit and CoP workshop facilitated
Deliverable 3: CoP discussion report including knowledge products (thematic discussion reports, news articles, minutes on relevant activities)
Deliverable 4: Governance framework including plan and content for the validation workshop
Deliverable 5: Final report
Duration & Reporting
The consultancy will be awarded for a total of 30 days spread over 3 months, effective from the date of signing the contract. The selected consultant will report directly to the CoP Coordinator, with parallel oversight from IBI and ADA. Weekly briefings to IBI Management are required for coordination.
Required Experience & Qualifications
Post-graduate qualification in a relevant field (business development, public policy, economics, development studies, Education, ICT, etc.)
At least 10 years of progressive experience in project design/development, multi-stakeholder engagement, strategic communication, partnership building, and implementing events with a focus on Agribusiness
Experience in establishing and managing communities of practice or similar networks
Understanding of and experience working with CoPs and Agribusiness around access to finance
Experience in M&E, Knowledge Management, and Capacity Development
Familiarity with Private Sector engagement, technical programmes, including experience working with the DBS and PSF, would be an added advantage
Exceptional organizational and communication skills; ability to work independently and in teams to meet deadlines
Excellent English and Kinyarwanda communication and drafting skills
